The League is pleased to announce that Joyce Morgan, Duval County Property Appraiser will be the speaker for our November luncheon.
Ms. Morgan will discuss the role and responsibility of the Property Appraiser's office and share thoughts on being a woman and an elected leader in Jacksonville.

The Honorable Joyce Morgan considers service to the citizens of Jacksonville as Mission #1. Morgan is married to Dr. Richard Danford, Jr., CEO of the Jacksonville Urban
League. They have three children, Faith, Morgan, and Richard III. They are members of the
Bethel Church. She is a graduate of Jacksonville State University (AL) with a B.S. in Education
and is pursuing an executive master’s degree in public policy at Jacksonville University (FL).
Morgan served eight years as a Jacksonville City Council member representing District 1 in
Arlington. Her love for community service was honed early in life as her father was an Army
veteran, her husband is an Army veteran, and her son is active duty in the Marine Corps. She
says this upbringing helped her establish a clear understanding of self-worth, hard work,
dedication, and community pride.
Morgan served on every City Council working committee with distinction, performing duties
ranging from Vice-Chair of the Finance Committee to Chair of the Rules Committee, Chair of
the Transportation, Energy & Utilities Committee, and three years on the Value Adjustment
Board including two of those years as the chair.
And now Morgan continues to prioritize the needs of the community as well as her employees in her role as the Duval County Property Appraiser.
